New NEA Import Regulation for Selected Electrical Appliance

New NEA Rules for Importing
Controlled Electrical Appliances
Singapore's National Environment Agency (NEA) now requires certain appliances to obtain a Certificate of Registration (COR) before import.
Effective from 1 July 2026
If you are shipping controlled appliances from China to Singapore via Taobao2SG, please obtain a Certificate of Registration (COR) from NEA before submitting your sea or air freight order.
Does This Apply to You?
If you buy controlled appliances from China and ship them to Singapore via Taobao2SG for your own use, you are considered an end-user importing for personal use. It is your responsibility to make sure the appliance meets Singapore's energy-efficiency requirements before importing.
Businesses buying controlled appliances online from overseas for their own use must also register in advance on the NEA website and meet Singapore's minimum energy-efficiency standards.

Controlled appliances must complete NEA registration before they can clear customs. Please prepare the required documents and obtain the Certificate of Registration (COR) before submitting your shipping order.

Which Products Are Covered?
These products must be registered with NEA before they can be imported into Singapore.
Air-Conditioners Window, casement, split-type and portable air-conditioners.
Register first
Refrigerators Household refrigerators and commercial storage refrigerators.
Register first
Clothes Dryers All household and commercial clothes dryers covered by NEA requirements.
Register first
Televisions All televisions, including models with built-in TV tuners.
Register first
Household Water Heaters General household water heaters and commercial electric water heaters.
Register first
Three-Phase Induction Motors Mainly used for commercial or industrial purposes.

A Note on Lamps and Light Bulbs General consumer LED and CFL energy-saving light bulbs imported by individuals or businesses for their own use are not subject to this end-user registration requirement.
Submit Supporting Documents Upload the product's technical specifications, energy performance test reports, or other proof of compliance with Singapore's Minimum Energy Performance Standards (MEPS).

Obtain the Certificate of Registration (COR) Once approved, NEA issues the COR free of charge. Approval may take up to 7 working days.

Submit the COR to Taobao2SG Provide the COR before submitting your shipping order so we can process customs clearance smoothly. Without it, we cannot ship controlled products for you.

⛔ Important Reminder
Importing controlled appliances without proper registration, or importing models that do not meet Singapore's energy-efficiency standards, is an offence under Singapore law.
For each non-compliant appliance imported, the goods may be seized, and you may face a fine of up to S$10,000.
ADDITIONAL INFORMATION
Most Items Are Not Affected
The following common items currently fall outside the scope of this NEA registration requirement.
✔ Washing machines, air fryers, rice cookers, electric kettles
✔ Coffee machines, blenders, robot vacuums
✔Smart home devices and switches, phone accessories
✔Computers and peripherals, clothing, furniture and home décor, most other small appliances
These items can continue to be shipped via Taobao2SG through the normal process.
GST Reminder All imported goods remain subject to Singapore Customs requirements, including 9% import GST where applicable. Customers are responsible for declaring parcel values accurately.

Are washing machines affected? No. Washing machines are currently not on the controlled appliances list.

Are air fryers, rice cookers or electric kettles affected? No. Small kitchen appliances are not subject to this new requirement.

Are robot vacuums or smart home devices affected? No. These products can continue to be imported normally via Taobao2SG.
