Regarding Accurate Declaration of Imported Goods
What is
declared value?
Declared
value of the imported good refers to the paid price or purchased price of your imported good in SGD. It is important to accurately provide this information to us for
GST declaration to the Singapore Customs or for insurance compensation if necessary.
It is important to provide accurate information to ensure smooth processing of
your shipping orders. Under-declaration of your imported goods may result in delay
of parcel clearance at the Singapore Customs, confiscation of your parcels by
the Singapore Customs, or severe financial and legal penalties by the Singapore Customs.
Taobao2SG would like to sincerely remind all customers that under-declaration
of values of the imported goods and false declarations of the imported goods are both serious offence under the Singapore Customs Act.
Why must I declare all values of imported goods accurately?
“The Singapore Customs
has observed an emerging trend of importers attempting to evade or
under-declare their goods imported from overseas and are keeping a close watch
on such illegal practices”, as said in the media release of Singapore
Customs (March 2019). Under-declaration
of values of the imported goods and fraudulent declarations of the imported
goods are serious offence under the Customs Act.
Under the Singapore Customs
Act, it is the responsibility of importers to provide true, accurate and
complete information to their logistic service providers (e.g., their freight
forward agents) for the purpose of GST and duty declaration to Singapore
Customs.
According to the Singapore Customs, “importers who provide untrue
information to their logistics company committed an offence under the Customs
Act for causing an untrue import declaration to be made to Singapore Customs. Any persons found guilty of fraudulent
evasion of duties or GST can be fined up to 20 times the amount evaded, and
face imprisonment, or both, under the Singapore Customs Act.”
Taobao2SG would like to sincerely remind our customers that we will exercise our
due diligence to prevent ourselves from being exploited by attempt of GST
evasion. Please ensure that the information you will provide us (especially regarding
description of the imported goods and precise value of the imported goods) for
declaration to Singapore Customs is true and complete. Keep in mind that the
Singapore Customs takes stern actions against errant traders or importers to
maintain Singapore’s reputation as a trusted global trade hub.

Why does Taobao2SG take this GST Declaration so seriously?
Some customers asked why we Taobao2SG
takes the GST declaration so seriously while other freight forwarders or
shipping companies seems to take GST matters rather lightly. The reasons are simple:
First, we are a Singapore-registered company
and are regulated under relevant Singapore laws. There are some China-based shipping
companies that seems not to care about your Singapore GST declaration. They do not have the sense of business
responsibility to remind you that you may face jail sentences or heavy fines if
you attempt to evade the GST. When your
parcels are detained by the Singapore Customs for suspicious under-declaration
or fraudulent declaration, those China-based forwarders cannot do anything for
you as they are not even a legal entity in Singapore.
Second,
we value our business reputation and welfare of all our customers. As a Taobao freight
forwarder, we often bring in hundreds of small parcels belonging to multiple customers
at the same time. Those parcels were loaded into the same container together while
shipping to Singapore. In the event of suspicious GST evasion or under-declaration,
the Singapore Customs can detain the whole container (with hundreds of parcels belonging to many Taobao2SG customers) for further investigation
even though there is only one parcel which the authority suspects under-declaration. Simply put, one irresponsible individual's GST evasion attempt will affect many other customers' welfare for not being able to receive their parcels on time. We value welfare of all customers and thus
will seriously do our due diligence check to prevent such bad things from happening.
We sincerely beg all
customers' kind understanding regarding accurate declaration of imported goods. We may ask you to provide proof of purchase
or other transaction documents for the purposes of GST declaration to the Singapore
Customs. For customers who do not wish
to provide the requested information for declaration purposes or insist using some
declared values which we deem under-valued, we can still ship your goods to
Singapore only if you allow us to submit the declaration on your behalf by
using your Singapore NRIC (or company UEN) instead of our import permit. Thus, doing separate and independent GST declaration will separate your parcels from other customers' parcels during the Customs clearance procedure. Do take note that an S$35 fee is
required for this independent GST declaration procedure.
